The time immediately following the question hour in the houses of the parliament or the state legislature is popularly known as zero Hour, in one sense because it is non-existent hour as it starts at twelve noon which is a zero hour of the day and the other because of its duration generally being of an hour. Any member may rise and ask questions on public matters to the government and raise issues of national importance.
